ENSTAR Natural Gas Company, headquartered in Anchorage, Alaska, is a regulated public utility that delivers natural gas to approximately 140,000 residential, commercial, and industrial customers in and around the Anchorage and Cook Inlet area, including Anchor Point, Big Lake, Bird Creek, Butte, Chugiak, Eagle River, Eklutna, Girdwood, Homer, Houston, Indian, Kachemak, Kasilof, Kenai, Knik, Nikiski, Nikolaevsk, Ninilchik, Palmer, Peters Creek, Portage, Sterling, Soldotna, Wasilla and Whittier.  ENSTAR’s service area encompasses over 57% of the population of Alaska.

ENSTAR is a division of SEMCO Energy, Inc., an indirect wholly-owned subsidiary of AltaGas Ltd.

ENSTAR is regulated by the Regulatory Commission of Alaska (RCA), an entity that ensures public utilities and pipeline companies provide safe and adequate service at reasonable rates.

When a public utility (electric, natural gas, wastewater, etc.) wants to raise or lower rates, it has to request the change through the RCA, which publishes notices of proposed changes to allow comments for 30 days before making a decision.

ENSTAR has four rate classes for Gas Sales Service, based on the capacity of the gas meter required to serve the home or business. Each rate consists of four parts:

  • Customer Charge: A flat fee that is determined by the meter size (G1, G2, G3, or G4) on the account. The customer charge recovers a portion of the utility’s fixed costs such as meter-reading, record-keeping, billing, collections, and costs associated with service lines and meters.
  • Service Charge (Base): A volumetric charge that covers system maintenance costs and is determined by the meter size (G1, G2, G3, or G4) on the account. This charge recovers system maintenance costs.
  • RCC: The “Regulatory Cost Charge” is a volumetric charge provided for by Alaska Statutes. This charge helps fund the Regulatory Commission of Alaska (RCA).
  • GCA: The “Supplier Gas Cost Charge” is a volumetric charge that reflects the price ENSTAR customers pay for gas based on gas supply agreements previously approved by the RCA. The GCA is adjusted annually in July.
