Paul E. Oleksa, P.E., received a Bachelor of Science degree in Chemical Engineering from the Illinois Institute of Technology (IIT) in 1964, along with an Option in Gas Technology from the Institute of Gas Technology (IGT). In 1970 he received a Master in Business Administration degree from Case Western Reserve University in Cleveland, Ohio.

Mr. Oleksa is a Registered Professional Engineer in Ohio and Pennsylvania, and a Registered Quality Engineer in California. Additionally, he is a Certified Quality Engineer with the American Society for Quality.

After retiring from a major company in the industry, Mr. Oleksa founded “Oleksa and Associates” as a corporation in 1997. Since then, services have been provided to clients across the country.

Services include serving as an expert witness for litigation, performing audits of procedures and operations, rewriting manuals, and establishing accident investigation teams.

In performing audits and writing procedures, the objective is not merely compliance, but also to suggest ways of increasing the level of quality while limiting risk, liability, and cost in conformance with good business practice and commonly accepted industry practices. Work is performed both from a practical and a technical background.

Because of an extensive background in investigating pipeline-related accidents, services include providing assistance to clients in establishing procedures and training personnel to respond quickly and professionally to investigate an emergency.

Mr. Oleksa is an active member of several industry associations, and has received several awards.

Mr. Oleksa has over 40 years of experience in the pipeline and gas industries, involving distribution systems, transmission systems, gathering systems, compressor stations, and storage facilities. He has an in-depth working knowledge of pipeline safety regulations and compliance matters.
