SEATTLE (Oil Monster):Governor Patrick Morrisey announced that Calpine LLC, a business unit of Constellation, is advancing plans to develop a large-scale natural gas-fired power plant in Moundsville, West Virginia, marking a major energy investment for Marshall County.

The project is expected to generate more than 400 construction jobs and approximately 25 permanent positions once operational, with total private investment projected to exceed $1 billion.

Morrisey said the development highlights West Virginia’s ability to attract significant private capital, strengthen energy infrastructure, and enhance grid reliability across the region. State officials noted that since October, the state has secured roughly $6.5 billion in private investment tied to nearly 7,000 anticipated private-sector jobs. When combined with two additional federal program-related announcements, the total rises to about $8 billion and more than 8,000 jobs.

The Moundsville facility was originally proposed in 2014 but remained dormant for over a decade, with Calpine reviving the project last year.

Calpine Vice President of Origination Suriyun Sukduang said that the project will deliver employment, tax revenue, and community investments in education, workforce training, and environmental programs. State officials described the plant as one of the largest energy investments ever undertaken in Marshall County.
