Terna Oil Refinery Resumes Crude Operations, Signaling Revival of Ghana’s Petroleum Sector
SEATTLE (Oil Monster): Terna Oil Refinery (TOR) Ltd. has successfully resumed crude oil refining operations after several years of inactivity, marking a key milestone in Ghana’s downstream petroleum sector.
The restart follows the completion of major Turnaround Maintenance (TAM) works on the Crude Distillation Unit (CDU), conducted from August 1 to October 30, 2025, adhering to international engineering, safety, and operational standards. Post-maintenance, the National Petroleum Authority (NPA) carried out regulatory inspections, confirming TOR’s full compliance with safety and operational requirements, granting clearance for resumption.

Refining operations officially began on December 19, 2025, with petroleum products now being stored for the first time in years. TOR has also installed a new F-61 furnace, which will restore the refinery’s capacity to 45,000 barrels per stream day (bpsd), with plans to expand to 60,000 bpsd following an Air-Cooler upgrade.
TOR expressed gratitude to President John Dramani Mahama, Energy Minister Hon. Dr. John Abdulai Jinapor, its Board, and staff for their leadership, oversight, and dedication throughout the revival process. The refinery will continue phased operations to stabilize systems, optimize performance, and ensure sustainable reliability ahead of its full recommissioning.
