Ca Mau Seeks Inclusion in Vietnam’s Energy Plan
MONTREAL (Oil Monster): Vietnam’s Ca Mau province has proposed a major oil refining and petrochemical complex as part of efforts to expand domestic energy infrastructure and develop the province as an energy and logistics hub in southern Vietnam.
The provincial People’s Committee has asked the Ministry of Industry and Trade to consider adding the proposed Ca Mau Refinery and Petrochemical Complex to Vietnam’s national energy development plan through 2030.
Project Could Reach 155,000 Barrels Per Day
The proposed complex would be located in Tan Thuan Industrial Park and developed in two phases.
The first phase is designed for approximately 65,000 barrels per day, equivalent to about 3 million tonnes of crude oil annually.
A second phase would increase total processing capacity to around 155,000 barrels per day, or approximately 7 million tonnes per year.
Refinery Would Process Imported Crude
The proposed refinery would process a blended crude feedstock sourced mainly from the Middle East and South America.
Other crude grades with compatible characteristics could also be processed depending on the facility’s technical configuration and production requirements.
Vietnam Currently Operates Two Major Refineries
Vietnam currently operates the Dung Quat and Nghi Son refineries, which have a combined designed crude-processing capacity of approximately 16.5 million tonnes per year.
The two facilities meet about 65% of the country’s domestic petroleum fuel demand, with the remainder supplied through imports.
Project Would Support Ca Mau Energy and Logistics Hub
Ca Mau officials said the proposed complex could help reduce Vietnam’s reliance on imported petroleum products while expanding domestic refining capacity.
The project is also expected to support additional fuel storage, processing and distribution infrastructure as the province develops its broader energy and logistics network.
