IPC Petroleum Consultants, Inc. is Tulsa based, international petroleum consulting firm which specializes in oil and gas reserves appraisals and risk analysis for international upstream petroleum investments. In conjunction with its associates in Oklahoma, Texas, London and Venezuela, IPC is dedicated to provide its clients high quality engineering and management services. IPC is headed by Rafael Sandrea, former president and CEO of ITS, a Caracas based petroleum engineering firm he founded and directed for 30 years. 

Dr. Sandrea graduated cum laude in petroleum engineering from the University of Tulsa and received his Ph.D. from Penn State University.  He headed the petroleum engineering department at the Universidad de Oriente in Venezuela and later was the Ford Foundation Professor in the Graduate School of petroleum engineering at the Universidad Nacional of Mexico.   Dr. Sandrea and his professor from Penn State, Dr. Ralph Nielsen, published “Dynamics of Petroleum Reservoirs under Gas Injection”, Gulf Publishing, 1974, a book that was used extensively in petroleum engineering courses around the world. It covers in-depth the physics of miscible injection of hydrocarbon gases, CO2, nitrogen, and mixes. It is available at Amazon.com.  In 1974 he founded a Caracas based engineering company ITS Servicios Técnicos.  During his 30-year tenure as President and CEO, ITS provided the oil and gas industry a wide diversity of technical services and products including project management, reservoir engineering, geology, seismic processing, E&P data management and business archiving.  ITS carried out projects in several countries around the world including the U.S., Chile, Pakistan, Trinidad and Venezuela.  During this time Dr. Sandrea served on the Board of Joint Venture Alliances with international companies from the United States, Great Britain and France.  Today Dr. Sandrea is President of IPC Petroleum Consultants, Inc., a Tulsa based international petroleum consulting firm which specializes in oil and gas reserves appraisals and risk analysis for international upstream petroleum investments.  He is very active giving seminars, workshops and speaking on the reserves theme around the world. He is also a Distinguished Fellow at EPRINC.  He is a life-member of the SPE, member of PennWells Research Advisory Board, of the Editorial Advisory Board of the forthcoming Petroleum Encyclopedia, of the Board of The Open Petroleum Engineering Journal and of the UN Ad Hoc Group of Experts on Fossil Resources. Dr. Sandrea has published over 40 technical papers, 16 since 2003. His latest publications cover areas such as risk analysis for international upstream petroleum investments, appraisal of global oil and gas reserves, development of algorithms for estimating the production capacity of new oil fields – conventional and unconventional, global offshore oil reserves potential for enhanced oil recovery – EOR.   Some of these articles have been featured in CNN Money, SeekingAlpha.com, and Petroleum World.com. 

Services

• IPC conducts comprehensive pre-audits of major oil and gas fields as a precursor to more in-depth reserves audits. Since 2003 Dr. Sandrea has had 16 articles published in O&GJ and MEES addressing the evaluation of methodologies for estimating oil and gas reserves, providing estimates of global oil and gas reserves, onshore and offshore, and has developed special algorithms for estimating the production capacity of newly discovered fields – conventional and unconventional. Several of his articles have been featured on CNN Money, SeekingAlpha.com, and PetroleumWorld.com.
• IPC has traditionally offered workshops on technical topics.  Its workshop on: “All you want to know about oil and gas reserves evaluation” has been well recognized around the world. Dr. Sandrea has now developed a specialized Masterclass/Online web presentation on the techniques for appraising oil and gas reserves and their production potential which you can watch when you choose and on your own time. Two days worth of instruction is condensed into four, one-hour segments to save you time and money.
• Dr. Sandrea has developed the Opportunity Index for comparing the relative attractiveness of investments in upstream projects as well as the attractiveness of a companys E&P portfolio in different countries. The model integrates industry standard risk indexes and offset indicators, such as, potential oil and gas reserves, F&D costs, and company financial performance into a single composite index. More recently (2017), he developed an Upstream Financial Opportunity Index to select bid prospects. 
• Harmonization of reserves classification Systems – SPE/WPC/AAPG, UNFC and in-house systems.
• Dr. Sandrea is an oil and gas supply analyst and has been an expert witness in multi billion dollar Arbitrage E&P disputes.

Dr. Sandrea has more than 40 technical publications and has recently authored three Research Reports on Oil & Gas Supply through 2030, globally and for the U.S, which are published by PennEnergys Oil & Gas Journal Research Center. He has co-authored the book, "Dynamics of Petroleum Reservoirs under Gas Injection", which was published by Gulf Publishing, 1974, and has been extensively used in petroleum engineering courses around the world. His most recent (since 2003) publications in the Oil & Gas Journal and the Middle East Economic Survey-MEES address global oil and gas reserves, OPECs challenges, and an Upstream Opportunity Index he developed to assess E & P international investments.
