About Company

Norwich Public Utilities (NPU) provides four utilities to the City of Norwich – natural gas, electricity, water and wastewater collection. Established in 1904, NPU is municipally-owned and governed by a five member Board of Commissioners and Sewer Authority, who represent the best interest of the citizens they represent.  NPU operates a full service Customer Service Center, allowing our customers the option of speaking directly to a customer service representative for any account issue. Additionally, NPU’s control room is staffed 24 hours a day, 7 days a week to respond to any utility emergency within 30 minutes or less.

Regulatory Information

As a municipal department of the City of Norwich, Norwich Public Utilities follows the regulatory guidelines established by the Norwich City Charter, Chapter XII.

General Manager

In July, 2019 Christopher LaRose was named General Manager for Norwich Public Utilities (NPU), which provides a community of more than 40,000 residents with natural gas, electric, water and wastewater utilities.  In this role, he oversees and directs all aspects of NPU including operations, human resources, customer service, administration and finance. He is directly responsible for NPU’s annual budget of approximately $100 million and reports to NPU’s five-member Board of Commissioners.  Chris began his career at NPU 1997 after working for 12 years as a Mechanical Engineer at Pratt & Whitney.  He began as a Utility Engineer and successfully managed a variety of utility projects and was subsequently promoted to more senior roles within NPU. He was promoted to Operations Integrity  Manager, and then Operations Manager, where he was responsible for all aspects of the natural gas, electric, fiber, water and wastewater operations.  Chris was promoted to Assistant General Manager in 2008.  He is a member of the New England Public Power and American Public Power Associations.  He is a member of the American Public Gas, American Gas, and the Northeast Gas Associations, and serves as the Chairman of the Connecticut Gas Advisory Committee. He is also a member of the American Water Wor  ks and Connecticut Waterworks Associations and is a member of the Water Environment Federation.  Mr. LaRose has been actively engaged in the community throughout his career. He is currently member of the Norwich Public Safety Committee, serves as a Mobile Food Pantry Site Coordinator for the United Way and is the President of the Norwich Sunrise Rotary Club.  Chris LaRose graduated with BS degrees in both Material and Mechanical Engineering from the University of Connecticut in 1985.  He has also earned a Master of Science degree in Mechanical Engineering from Rensselaer Polytechnic Institute in 1990.  Chris lives in Salem, CT with his wife Leanne. They are the proud parents of three grown children – Elizabeth (27), Allyson (25), and Matthew (22).

OTHER SERVICES

NPU is more than just a four-service utility company.  We are your source for pool water and other bulk water needs, septage disposal and can even provide fuel for your natural gas-fueled vehicle.  To contact NPU’s Finance Department for more information about these services and products, call us Monday-Friday, 8 AM – 4:30 PM at 860-887-2555 .

Electric

Norwich Public Utilities is responsible for building, maintaining and servicing the local distribution system for electricity, including substations, poles and wires. We also purchase and manage the power needed for our community.  With our hydro capacities on the Shetucket River and two solar gardens in Norwich, more than 20% of NPU’s generation portfolio comes from renewable sources without our customers paying anything additional for this benefit.

Natural Gas

We build and maintain the local natural gas distribution system and purchase natural gas from wholesale suppliers. Many customers find it a more convenient choice and it is revered as cleaner burning than other fossil fuels. Customer-owned underground gas lines:

some of the underground natural gas piping on personal property belongs to the property owner. Customer-owned piping is defined as any buried gas line that extend away from the gas meter. Typically, customer-owned gas piping is used to supply heat and hot water to another structure, like a detached garage, but it can also be used to heat swimming pools and for cooking on a gas grill. If you have this type of gas line on your property, it is your responsibility to initiate any inspection and necessary repair or replacement of customer-owned gas piping through a qualified professional, such as a licensed heating/cooling contractor or plumber. Buried gas piping should be inspected periodically for leaks and for corrosion if the pipe is metal. If a gas leak is detected, it may be necessary to interrupt your gas service temporarily until repairs are made.  Remember to contact call before you dig (by dialing 811), a free service. It is important that you know the exact location of all buried utility lines before performing any excavation project. When excavating near buried gas piping, all excavations must be done by hand. If you suspect a problem with any natural gas lines, call NPU’s gas emergency line at 860-887-7207.
