
SEATTLE (Oil Monster): Georgia recorded a dramatic surge in Russian crude oil imports in 2025, marking a sharp shift in its energy trade flows. Official statistics from Georgia’s National Statistics Service, reviewed by Russian media, show that crude oil purchases from Russia jumped more than 21 times year over year.
In 2025, Georgia imported about 225,300 tons of Russian crude, valued at nearly $96 million, compared with just 10.5 tons worth $5.8 million in 2024. Notably, the volume imported in 2025 alone exceeded the cumulative total of all prior years combined.
Key developments include:
· Major deliveries began late in the year, with 99,000 tons in October, 34,400 tons in November, and 91,700 tons in December.
· Russian crude dominated imports, while Azerbaijan supplied 3,900 tons, valued at $1.8 million.
· Overall historical imports of Russian crude before 2025 stood at 113,900 tons, well below last year’s figure.
The spike coincided with reports that RussNeft shipped oil to Georgia’s Black Sea port of Kulevi, where the country’s first oil refinery is under construction. Georgian officials previously said the refinery, designed initially for 1.2 million tons annually, would ramp up to 4 million tons by 2028. However, no formal confirmation of its commissioning has yet been released.
