SEATTLE (Oil Monster): Iraq has retendered contracts towards development of two oil refineries. The estimated value of the contracts is $5 billion.
The first is the Al-Kut Investment Refinery Project in Wasit Governorate, which involves development of a facility with an oil processing capacity of 100,000 barrels a day (b/d). The second is the with an oil processing capacity of 100,000 barrels a day (b/d), which involves developing a facility with an oil processing capacity of 70,000b/d, said the official documents released by the Iraqi Ministry of Oil.

Both the projects will be implemented using either the build-own-operate (BOO) or build-own-operate-transfer (BOOT) contract models.
The Al-Kut refinery will process crude oil from the fields of Maissan Governorate, whereas the Al-Samawah investment refinery will process crude oil from the Nasiriya depot, said official documents.
The relevant information package for the projects can be purchased between 8th July and 6th August, 2025. The interested parties are required to submit technical and commercial offers as well as other required documents to the Oil Ministry’s Studies and Planning Directorate before 5th October, 2025.
It must be noted that invitations to bid for both the projects were issued earlier in April 2023. However, the Ministry has not provided an official explanation for that bidding not leading to a contract.
