Phillips 66 Approves New Gas Processing and NGL Projects to Expand Permian Capacity

SEATTLE (Oil Monster): Phillips 66 has approved two major midstream infrastructure projects. The approval is foa a new natural gas processing plant as well as a natural gas liquids fractionator. Both these facilities are expected to become operational in 2028.

According to the company, the new Zeus Gas Plant will have capacity to process up to 300 million cubic feet of natural gas per day from the Permian Basin. The project comprises development of the Midland Express Pipeline, which will have a capacity of transporting up to 230 million cubic feet per day.

The pipeline is designed with bi-directional flexibility. This will allow future integration across multiple processing facilities, company officials noted.

Phillips 66 also approved its third Coastal Bend Fractionator, which will be located in Robstown. The processing capacity of the facility is estimated at around 100,000 barrels per day of natural gas liquids. The project includes construction of purity pipeline expansions and water treatment infrastructure.

The new projects will strengthen the company’s ability to move rising Permian production across an integrated value chain while boosting system connectivity and processing capacity.

The compan has grown significantly in the Permian region, with the acquisition of EPIC Midstream assets and commissioning of the Dos Pico 2 gas plant in 2025.
